Asalam alakium, based on Ruling 2396, if a sister and I want to get married but her father doesn’t allow it due to me not being from the same culture and country, would we be allowed to marry without his consent, even if he would allow another brother from their country to marry her?

If the couple is following Islamic law, the father has no right to object based on culture or country. However, it is strongly recommended to try to convince the parents.
