Assalamalikum,
Hope you find my question in good health. Please kindly advise if it is allowed for anyone to charge a fee for teaching Quran and Namaz. Also, please advise if it is allowed in Islam to demand a certain fee by anyone to deliver majlis-e-hussain or  giving khutba at a mosque.
Also, if the person teaching Quran, Namaz or delivering majlis/hutba does NOT demand any money but in that situation can they accept hadiya from people.

Salamun Alaikum! Hope you are doing well. We are sorry for replying you late.

Asking for any fee for doing any wajib is not allowed. Charging, accepting and paying fee for teaching Quran, delivering majalis and other non-wajib services is not haram.
